Stephen E. Meltzer concentrates on real estate development, affordable housing, land use, and the corporate, partnership and other business and litigation issues inherent in such a practice and in general real estate and business matters. Mr. Meltzer has broad experience in all aspects of housing development, including permitting, deal structure, site assessment and acquisition and litigation. He has extensive experience representing both proponents and opponents of development projects and permits. He has also represented Planning Boards or Zoning Boards for more than 15 cities or towns in Massachusetts. Mr. Meltzer has been involved in the permitting of more than seven hundred homes in Massachusetts.

Mr. Meltzer was a research assistant to Professor Mark Bobrowski in the first edition of the Handbook of Massachusetts Land Use and Planning Law published by Aspen Publishers. He is an Adjunct Professor at the New England School of Law where he teaches a first-year course in legal research and writing.

Mr. Meltzer has extensive trial and appellate experience and has represented clients in the District Courts, Superior Courts, Land Court, the Appeals Court and Supreme Judicial Court of Massachusetts.  In Britton v. Zoning Board of Appeals of Gloucester, 59  Mass. App. Ct. 68 (2003), Mr. Meltzer successfully overturned a Superior Court judge's reversal of a local board's decision.  The case has since been cited in nearly 60 court cases and in countless local decisions.

Mr. Meltzer is active in his community, serving as the director of the Under 7 Program for the Framingham United Soccer Club and as a coach for a U7 team and a U14 boys team, plays in the Over the Hill Soccer League and is an avid bicyclist (when not recovering from soccer injuries). Mr. has served as President of the Board of the Dismas House of Massachusetts, as a Mock Trial Coach in the Worcester Middle Schools and as a Human Rights Committee Member for Charles River Health Management.
